A Scenario for World in Flames by David N. Knudson

 

Scenario Start

The game starts in S/O 1939. It ends in S/O 1949. The Axis have won the initiative, and elected to go first. The first weather roll is a ‘4’ (fine in all weather zones).

 

Status

Italy and Greece are at war with Turkey. See special section for rules pertaining to this war. All other major and minor powers are at peace.

 

Sides

The Axis major powers are Germany, the CW (minus Canada), Italy and Japan.

The Allied major powers are France, China, the USSR, and the USA.

 

 

Mandatory DOWs

On the first Axis impulse of the game, Germany must declare war on Poland (which must be aligned with France), and Japan must declare war on China. Argentina (run by Germany) must declare war on Brazil (run by the USA). No other DOWs are allowed in the impulse. In the first Allied impulse, the USA and France must declare war on Germany. No other DOWs are allowed in that impulse.

 

 

German/Argetinian First Impulse Action Call

Despite being at war only with a minor power (Poland), Germany may elect to take a land impulse on the first turn of the game. If Germany elects to take a combined impulse, or a pass impulse (the other available impulse choices for Germany) then those actions are implemented per RAW for a neutral major power. Argentina is treated as a German-controlled minor, and is at war with Brazil, and any US units in Brazil, until the Allied impulse, when the United States declares war on Germany. At that point, Argentina becomes a normal German-controlled minor, and Brazil becomes a normal, USA-controlled minor.

 

 

Control

Control is as shown on the map for the RAW 1939 Global War scenario with the following exceptions:

·         Canada is not a part of the CW, but an independent minor power.

·         Austria is part of the German home nation.

·         Czechoslovakia is part of the German home nation.

·         Latvia, Lithuania, Estonia and Bessarabia are part of the Soviet home nation.

·         All of mainland China except Manchuria is controlled by China.

·         There is a blue factory in a city in South Africa. In order to conquer South Africa, both Pretoria and the factory city (if it is not Pretoria) must be controlled.

·         All green factories count as blue ones.

·         Pyongyang is a normal city. Seoul is the capital of Korea.

·         Syria is an independent minor power. The two French Syrian Territorials are now Syrian units. The 3-2 Terr is now a 3-2 Syrian INF dated 1936. The 2-3 Terr is now a reserve militia for Damascus.

·         Turkey controls Rhodes and the two extreme Northeastern hexes of Greece.

·         Replace all Argentina Land and Air units with Czechoslovakia’s. Keep the Argentinean Navy as Argentinean. The Prague militia is for Buenos Aires. The Bratislava militia is for Cordoba.

·         All Latin American minors except for Mexico, Argentina and Brazil have “regular” equivalents to their AIF heavy units. All non-militia land units have a “regular” unit dated four years earlier than the heavy one, and one strength point less. Use the heavy unit with a damaged marker to indicate this.

 

 

Minor Power Control, Trade Agreements, and Activation

Please note that unless specified below, all RAW concerning minor power control, trade agreements and activation are ignored.

 

Germany:

·         Hungary: Hungary provides its resource to Germany. Hungary may be aligned by Germany in any impulse in which Germany is at war with an Allied major power, and Paris is Axis-controlled.

·         Sweden: Sweden provides its three resources to Germany. Sweden may be aligned by Germany in any impulse in which Paris, Moscow, Oslo, Copenhagen, Helsinki and Leningrad are Axis-controlled.

·         Rumania: Rumania provides two of its oil resources to Germany. Rumania may be aligned to Germany in any DOW phase where Germany and the USSR are at war.

·         Argentina: Argentina may be aligned by Germany in any impulse where Germany is at war with a major power, and Berlin is German-controlled.

Italy:

·         Bulgaria: Bulgaria provides its resource to Italy. Bulgaria may be aligned by Italy in any Axis impulse if Italy is at war with an Allied Major power.

·         Rumania: Rumania provides one oil resource to Italy.

·         Greece: Greece is aligned to Italy from the start of the game.

The CW:

·         Portugal: Portugal may be aligned in any impulse where the CW is at war with a Major Power and London is British-controlled.

·         Ireland: Ireland may be aligned in any impulse where the CW is at war with a Major Power and London is British-controlled.

·         Saudi Arabia: Saudi Arabia may be aligned in any impulse where the CW is at war with a Major Power and London is British-controlled.

·         Iraq: Iraq provides its resources to the CW. Iraq may be aligned in any impulse where Tehran is not Persian-controlled and Kuwait is CW-controlled.

·         Venezuela: Venezuela provides three oil to the CW.

·         Chile: Chile provides its resources to the CW.

Japan:

·         Siam: Siam may be activated in any impulse in which Japan is at war with an Allied major power.

·         The Netherlands: The Netherlands provides two oil from the NEI to Japan.

The USSR:

·         Mongolia: Mongolia may be activated by the USSR in any game impulse in which the USSR is at war with Japan.

·         Turkey: Please see the special section on minor wars to see how Turkey may be aligned.

France:

·         Spain: Spain provides two of its resources to France.

·         Belgium: Belgium provides its resources to France. Belgium may be aligned by France in any game impulse in which Paris is controlled by France.

·         Mexico: Mexico provides its resources to France. Mexico may be aligned to France in any impulse where Paris is Allied-controlled.

China:

·         The Netherlands: The Netherlands provides two oil from the NEI to China.

The United States of America:

·         Canada: Canada provides its resources to the USA. Canada may be aligned by the USA in any game impulse where Washington DC is Allied controlled.

·         Panama: Panama starts the game aligned to the USA.

·         Venezuela: Venezuela provides three oil to the United States.

·         Brazil: Brazil may be aligned in any impulse that Argentina is aligned with Germany and at war with the United States.

 

Status of China:

China is an Allied major power. There are no communist Chinese; all Communist units are treated as Nationalist units. There are no restrictions on where Chinese units may operate; additionally, any Axis major power may freely DoW China after the first game impulse.

Conquest of France:

There is no Vichy France. France is normal major power in that all French home country factories must be controlled by the Axis for France to be conquered.

 

Naval Scrapping Rule:

All named ships (including the Queens) must be scrapped if destroyed.

 

Advance-build Rule:

Each major power may only advance-build one unit per turn. Conform to RAW when deciding whether a unit class is eligible to be advance-built.

 

Gearing:

On the first turn of the game, all gearing limits are set to one, regardless of whether or not a country was DOW’ed.

 

Cooperation:

The United States and France cooperate.

Germany and Italy cooperate.

 

Game Turns:

Game turns are no longer of variable length. Instead, each turn has a set number of impulses. There are no “+” to initiative rolls; rolls are straight with the side that did not have initiative in the previous turn winning ties. Use the following chart to determine impulses. Each side gets the number of impulses specified in the chart:

J/F: 3

M/A: 4

M/J: 5

J/A: 6

S/O: 5

N/D: 4

Therefore, in M/J there are 10 impulses; 5 for the Allies, and 5 for the Axis.

Pacts

·         USSR-Germany: The USSR and Germany have a peace treaty. This is not a neutrality pact, but rather a treaty. Per RAW, the USSR may occupy Eastern Poland. The USSR may not DoW Germany, Finland, Denmark, Romania, or Sweden, and Germany may not DoW the USSR until the treaty is abrogated. Additionally, Germany may not DoW or even enter Yugoslavia, Bulgaria, Greece or Turkey, even if other Axis powers are at war with them. Similarly, the USSR may not enter Finland, Denmark, Romania or Sweden even if other Allied Major powers are at war with them. Germany may abrogate the treaty under the following terms: the year is 1942 or later, Paris and Rome are Axis-controlled, and Germany has a 1-1 garrison ratio along the USSR-German border. The USSR may abrogate the treaty under the following terms: the year is 1943 or later, Washington, Ottawa, and Los Angeles are Allied-Controlled, and the USSR has a 1-1 border garrison with Germany.

·         USSR-Japan: The USSR and Japan have a peace treaty. This is not a neutrality pact, but rather a treaty. The USSR may not DoW Japan, and Japan may not DoW the USSR until the treaty is abrogated. Japan may abrogate the treaty under the following terms: the year is 1942 or later, the German-USSR pact has been abrogated, and Japan has a 1-1 garrison ratio along the border. The USSR may abrogate the treaty under the following terms: the year is 1943 or later, Kiev, Moscow and Leningrad are Allied controlled, and the USSR has a 1-1 garrison ratio along the border. Ignore the RAW concerning USSR-Japan war; once at war, both Japan and the USSR behave as other major powers do.

·         CW-USA&France: The Commonwealth and the United States/France have a peace treaty. This is not a neutrality pact, but a treaty. The Commonwealth may not declare war on either the United States or France until ALL of the following conditions are true: the year is 1941 or later, Paris is Axis-controlled, Cairo is Axis controlled, and Delhi is Axis-controlled. The United States and France may not declare war on the CW unless ALL of the following conditions are true: The year is 1942 or later, Honolulu is Allied-controlled, and Washington is Allied-controlled. Either side can break the pact without condition in any DOW phase where the year is 1943 or later.

Minor War:

 

At the start of the game, there is an active war between Italy/Greece and Turkey.

 

In M/A 1939, Greece and Turkey went to war. In M/J Italy joined in with Greece against Turkey. The game starts in S/O 1939 (as usual) with Turkey (run by the USSR) at war with Italy and Greece. Both Greece and Turkey have deployed their reserves (Italy has not - it isn't at war with an MP). Turkey has taken the two extreme northeastern hexes of Greece, and Rhodes. Although the first game impulse would see Italy limited to a combined impulse (not an active MP despite being at war with Turkey), this wouldn't last as in the second Axis impulse, it is expected that Italy would declare war on all four Allied MPs (at which point Turkey becomes a normal Soviet-controlled minor, and Soviet forces can enter Turkey at will). In this case, while the USSR would be surprised, the Turks would not. The Greeks and Turks would have their 1939 force pools deployed, while Italy's at-start land and air forces could start either in Greece or in Italy.
