DOD2 - Free Trade Scenario

Inspired by the 1939 WiF scenario for DODII, I decided to go about creating a more excessive scenario that takes full advantage of some of the new features of DODII, particularly free trade (IPO 18). I played through four years playing five options a turn (that's the average number of options using the 2d6+1 method for turn ending).

 

It starts in March/April of 1940 with Germany declaring war upon Belgium (Option GE 4). France has guarenteed Belgium (IPO 12) declares war on Germany ( FR 4). Since the Commonwealth has a level three treaty with France, it declares war on Germany as well (CW 4). Russia uses this opportunity to gobble the Baltics (RU 4). Note: since the scenario begins after the political phase, all MP's will be paying for these options in the production phase of the first turn.

 

I assumed that the Russian player was cooperating with the Democrats in order to make it more playable for those out there who do WiF solo. Therefore, I will make reference to the 'Axis' and the 'Allies' who are just the same as in regular WiF.

 

Anyway, this scenario features all sides having a huge number of build points, so if you wanted to see what this sort of game looks like, here it is! Enjoy.

 

 

Production Multiples

 

Every major power is at their maximum peacetime production except for China, Japan, the USA, and the USSR. China starts the game at 2, Japan at 3, the USA at 1/2, and the USSR at 1/2 as well.

 

 

Treaties/Alliances

 

Every Allied player has AT LEAST a level one treaty with every other.

France and the Commonwealth start the game with a level three treaty.

Italy and France have a level one treaty.

Every Axis player has AT LEAST a level one treaty with the others.

Germany and Italy have a level three alliance.

The Commonwealth is allied to the Spanish Republic.

Germany is allied to Yugoslavia.

Italy is allied to the Netherlands and to Turkey.

 

 

Guarantees

 

Germany has guarenteed the Poland, Rumania, Turkey, and Yugoslavia.

Italy has guarenteed the Poland, Turkey, and Yugoslavia.

 

 

Options Played

 

Every Major Power has become a Free Trader (IPO 18).

Every Naval Major Power has joined the Naval Treaty (IPO 15).

Germany has occupied the Rhineland (GE 6), demanded the Sudetenland (GE 8), occupied the Czech rump (GE 9), and created the SS (GE 12) in 1937.

Japan has declared limited war on China (JA 6), put Tojo in command (JA 8), and activated the Netherlands (IPO 5). It is stacked with Germany at the center of the Fascist ideology.

The USA has approved the Neutrality Act (US 6) (reducing all US Entry effects by one) and has move one hex towards Communism (IPO 1) due to being spied by Italy (IPO 9). It is one hex left of its normal starting position in the Free Market section of the Democratic ideology.

The USSR has purged (RU 6).

 

 

Conquered Minors

 

Italy has conquered Bulgaria, Ethiopia, and Greece.

Czechoslovakia is part of the German home nation and may recieve German reinforcements.

The USSR has conquered the Baltic States.

 

 

Wars In Progress

 

Japan is at limited war with China, and owns all of Occupied China. It also has conquered the rest of southern China, inclusive to the hexrow of Chang-Sha. China controls the rest.of its territory.

 

 

Minor Country Control

 

The following Minor Countries are stacked with Germany and Japan (at Germany's original starting position) at the center of the Fascist ideology: Chile, Finland, Mexico, Norway, Rumania, Sweden, and Yugoslavia.

 

The following Minor Countries are stacked with Italy (at Italy's original starting position) at the center of the Fascist ideology: Austria, Hungary

 

The following Minor Countries are stacked with the USSR (at the USSR's original starting position) at the center of the Communist ideology: Ireland

 

The following Minor Countries are stacked with the Commonwelath (at the Commonwealth's original starting position): Iraq, Saudi Arabia, Siam

 

Argentina starts in the leftmost hex of the Capitalist ideology next to the Commonwealth.

Belgium starts halfway between the Commonwealth and France in the Capitalist section of the Democratic ideology.

Brazil and Venezuala start in the rightmost hex of the Capitalist ideology next to the Commonwealth.

Denmark and Poland start in the Authoritarian ideology hex next to Germany, Italy, and Japan.

Persia starts one hex from the center toward the Democrats. Portugul starts two hexes from the center directly between the Fascistsyand the Democrats.

The Spanish Republic starts halfway between the Commonwealth and France in the Free Market section of the Democratic ideology.

Turkey starts one hex left of Germany in the Authoritarian section of the Fascist ideology.

Comments

 

Even though the response to the Free Trade scenario was severely underwhelming, I thought I'd comment on it a bit, since I actually set it up on the board and took a look at it, and attempted to play it out until nov/dec of '40.

 

Germany was completely out of control and probably had about 80% of its force pool on the board to start (of its land units anyway). France also was out of control (alright, so everyone had ridiculous amounts of units, but going from just the numbers to actually seeing it on the board was rather startling).

 

However, in spite of the fact that the Axis was really in an excellent postion to pound on the democracies, the Russians more than outweighed them. By the end of '40, they had almost 90% of their black prints on the board (and that included all the bonus units from AfA and AsA) as well as all of their aircraft from Pif. From this fact, I came to the conclusion that the game would have been a Russian blow out. Russia had wracked in so much stuff from Free Trade that it was almost in

complete control of the game. They easily could have made the garrison requirements versus either Germany or Japan with all of their black print ARM on the board, and only a ratio of 2:1 required for the declaration. It was just a matter of how badly Russia was going to let the Axis maul the democracies. It was quite the extreme situation.

 

In conclusion, I think the Democracies should never sign treaties with Russia until it is at war with the Fascists. Not only can it increase Russian production from 9 to a possible 15 a turn or higher, it increases US entry much more than it is worth. In return for signing alliances with Russia, the democracies only get one build point a turn (assuming that Russian production is at a level of 1/2), and US entry is drastically reduced as a result.
