General

We have started the game at Tuesday 3.2.1998 and we'll play it every Tuesday evenings, about 6 hours at a time. Game starts at year 1936 and ends when someone satisfies the victory conditions.

Players

We have 5 players:

Germany: Juha Jansson, an old WiF player from times of 4th ed. + DoD.
Japan & Italy:
Mika Launilahti, an old WiF player from times of 4th ed. + DoD.
USSR:
Jan-Jonas Filen, rookie in this kind of strategic games.
CW & France:
Teemu Juntunen, I'm an old WiF player from times of 4th ed. + DoD.
US & China:
Olavi Johansson, have palyed much other WW2 strategic games.

We had a practise game in Autumn 1997, so everybody should know the basics of the rules.

Rules

We are playing World in Flames Deluxe with Days of Decision II. We use the latest errata by Dave Martin (30.12.1997). We use all the optional rules in WiFD, expect following:

17. Variable weather
19. In the presence of the enemy
38. Defensive shore bombardment (we use this, but see the house rules)
41.
Fractional odds
43. 2-dice land combats
51. En-route aircraft interception
64.
Japanese command conflict

We use Revised Oil Rules for WiFD by Dean Lueke.

In DoDII USSR is also subject to the Naval Treaty. Major power activates a minor country itself. We use Experimental US Entry Rules and Willie Nillie War.

We are using following house rules:

·         When you declare war on a major power, you may activate a minor, which is also at war against that major power. This is to make co-operation with the minor more possible.

·         US has to play her election at the year 1936, 1940 and 1944 instead of Nov/Dec turn in the years in question.

·         CW may reinforce the Pacific (see US sanction 45) after she is at war against any major power who has units on the Pacific theatre.

·         Each neutral major power may save a maximum of 10 oil barrels or the number of oil resources they own, which ever is higher. Active major powers have no limits.

·         You may always lend lease 5 Fuel points (FP) to a major power per treaty level you have with that major power. 5 FP's need a convoy chain to move over seas, but they don't use any convoy points. So for example you could move 1 Res and 5 FP with one CP.

·         Two corps exert a ZoC into an hex on the Asian or Pacific map, if they are both adjacent to that hex. (ie. they don't have to be necessarily in the same hex to exert a ZoC in a particular hex, but they have to be both adjacent to that particular hex).

·         Supply units in a city or port hex are secondary supply sources.

·         Each task force a neutral major power moves counts as 1 naval move. It doesn't make sense, that you are a neutral major power at war with a minor country and you can move 1-2 naval units at the combat sea area.

·         Shore bombardment (SB):

Victory conditions

We just chose our countries to play and we decided to use the optional victory condition in errata: Game continues until all major powers from one ideology have suffered complete conquest, and all but one have been eliminated from the second. Victory cities are then tallied and a victor determined as a percentage of historical high point.

Game Report

Setup

Because we don't have the original expansion sets in WiFD, I had to make some calculations to know approximately how much build points every major power may spend at the start of the game. I used WiFD 1939 setup and compared it to WiF 5th edition 1939 setup. So I found a difference in build points, which I have added to build points we get from the original DoDII setup. In the following table I have put the original DoDII army build points (AP) and naval build points (NP), and the difference I got in my calculations in brackets.

We decided, that you may convert your positive armypoints in brackets to your negative navalpoints in brackets up to DoDII maximum navalpoints, if you wish.

Russia setups heavily against Finnish borders.
Italy setups nothing to French border.
US buys minimum amount of convoy points and only 1 TRS. She has almost all her naval units on the map.
China. Nationalists setups her units on east and south coast of China and few units on Manchuria border. Communists setup on Si-an.
CW buys 69 convoy points, to make sure that she can anytime use the hole factory capacity in United Kingdom.
Japan setups only couple of Territorials near China border and HQ and couple of Infantries near Soviets border.
France setups all her units on Maginot line, expect one MTN on Italian border.
Germany setups all her units near Rhineland, expect one INF on East Prussia.

Russia conquers defenceless Baltic States in one impulse. In rules it says, that US must hold an election in Nov/Dec 1936, 1940 and 1944, but we decided that US may play the election anytime in the correct year (1936, 1940, 1944). This is to reduce stupidity in bidding at the Nov/Dec turns during the years in question.

Due to great US entry rolls, US entries are now negative to the Communists and zero to the Fascists! We decided not to use the WiFD US entry rule, that states: If the US can't take a chit from an entry pool when required, it can never declare war on that pool's major power(s). Communists just has -1 entry chit in storage. French treaty with CW states, that CW gives 1 Oil and 1 Res to French, while French sends 1 BP to CW. Naval arament race has begun. Germany has now as many naval points as Russia, and they both have a -1 in their PE.

Russia declares war against Rumania! Rumania setups two of her infantries to swamp hex north east of Bucharest and one cavalry corps to mountain hex north of Bucharest. On the first impulse weather is fine and Russia makes a land impulse. She kills the Rumanian cavalry with 5:1 assault table without flipping. Germans don't like this, because they have an alliance with Rumania. They start to move units from French border to East Prussia, using their navy and airtransporters. This smells like a big war. France and Japan guarantee also to attack Russia, if Germany does (Actually, France could only declare war on Russia after they have a common border, because French have a level 1 treaty with Russians). Stalin seems little worried as he has all his units now in Rumania and a empty mother Russia. Rumanians move their two INF to defend Bucharest.

On third impulse Russia is ready to attack Bucharest, but throws only 3 with 5:1 assault table. Rumanians lost 1 INF, which will be replaced with reserve militia on the next turn. All the Russians are flipped. Germans declare that, it seems to be some justice in this world and moves more units to East Prussia.

Russia rejoices as Japan ends the political game in short after she made an economic agreement with Netherlands. Germany states, that if Rumania lasts for this turn, next turn it will be war. Well on the third impulse despite of rain, Russians capture Bucharest with help of the ultimate leader skills of Timoshenko. Next impulse Russia starts to rail her units near to German border, to welcome the Germans. Hitler moves quietly his units back to French borders and says:"Some other time Russia, some other time". If Germany had declared war against Russia, the production multiple level of Russia would have raised to peacetime maximum and after the first attack in the Russian home country, Russia could have got 30 build points a turn against Germans 11 BP. So we missed the great war, yet. German wonders is it somehow possible to prevent Russia to take Rumania at the start of the 1936 games. Maybe if Germany had declared war on China/CW/France and got Poland one faction away, he could have moved a German unit to Poland and Rumania. So Russia should have declared war on Germany too, if she had declared war on Rumania or Poland...Yes, it's quite impossible to stop Russia at the first 2-3 years in games that starts 1936.

US treaty with Chinese states, that US sends 2 BP and 5 Fuel points a turn to China. However there is no convoy chain from US to China, so it may take a year, before any resources are actually being sent. France and Germany loses both -1 of their PE as they don't help their allied Rumania. French guarantee that on the next game they will break the alliance with Rumania to prevent the loss of their PE. Russia has again the second lowest naval ratio, so she get rid of the -1 in her PE. We have played IPO 3 alliance rule wrong until this. We though that you can make an alliance with minor afterwards someone has attacked the minor (which is true) and have a casus-bellum against the attacker until the minor is completely conquered (which is not true). You only have a casus-bellum, if someone declares war on the minor after you have made an alliance with it. So CW and France will have something to do on their next political turns. Almost all the German units are near French and Belgian border...

Poland stacks now under Germany! however Germans keep their units near French and Belgian borders. Russia declares war against Persia. After this US entry is now 4 chits in the Communists entry pool and -1 chit in the Fascists entry pool. Persia setups her cavarly corps on the Teheran. CW starts to move units from UK to the Pacific with her transporters. On the third impulse Russians attack Teheran and with 5:1 assault table throws a 3. Teheran is captured, but the attacking Russians are flipped. Democratics and Fascists passes both in hope to end the impulse before Russians could occupy the Bandar Shapur oilfield, but fails. However Russians can't manage to the Bushehr oilfields before the turn ends.

Everybody is sure that Japan will do it again. Make an economic agreement with Netherlands and after that end the turn before the great war could occur. But we were wrong, the second world war has begun. CW declares war against the evil Russians. CW asks Germans to join her to crush the evil Russian empire, but Germans announce their neutrality. People of Germany loves peace, declares Hitler. Russia has now the lowest naval ratio and -1 in their PE, but due the CW's declaration of war, Russians PE increases by one and their production multiple is increased to their peacetime maximum. (Their PML is now 4.)

For the displesure of CW Russians win the initiative, and moves a 6-6 ARM unit to the Bushehr to prevent CW's invasion in there. Despite of this CW makes an invasion on the Bandar Abbas with an INF division. In few impulses situation stabilises in the Persia, as CW moves more infantries on the Bandar Abbas and coastal desert mountain hexes next to it. Russians have units also on the Shiraz and on a mountain hex next to it.

CW moves a fleet from UK to Baltic Sea and on the third impulse they manage to find the Russian fleet there. Russia gets 1 surprise point, and CW chooses a Naval Air combat. Russia throws for the AA-fire the dice 4 times and the worst throw is 6! One of the CW bombers is shot down with the pilot. CW revenge this by sunking the Russian battleship Marat. Russians abort the sea area. The first naval battle has been fought in the war!

The first US BP:s and fuel arrive to China.

Italy declares war against Albania and ends the political turn in short. Italy invades next to Tirana and on the second impulse they capture it. After this Italy declares war on Greece too, but do not move any units over the Greece border, but instead moves more units to Albania.

CW brings a HQ to the Persia and a Field Artillery division to the Kuwait. Nothing special happens in the Persia.

Surprising the World, Russia declares war on Finland without playing an option, using the Willie Nillie War rule. Russia has only Zhukov and a Siberian INF in the Leningrad, 2 out of supply INF above Lake Lagoda and a MOT in the Murmansk. Finnish setups Mannerheim and 5-4 INF next to the Leningrad and 6-3 INF and 2-4 Skidivision next to the 2 Russian INF above Lake Lagoda. The weather is fine and Russians move Zhukov from Leningrad to provide supply to the 2 INF above Lake Lagoda. The 2 INF attacks against the alone Finnish Skidivision and destroys it with 5:1 assault table without flipping. They don't advance after combat. The MOT unit in the Murmansk capture Petsamo.

We have played the lend lease rule wrong until this. You may only lend lease to an active major power. US and China changed their trade agreement so that US sends 2 BP and 5 Fuelpoints a turn to China.

The Russia plays the war option against Finland afterwards and after that they end the political turn in short. A Russian long range submarine from Vladivostok tries to find CW TRS and CP in the Bay of Bengal, but misses them.

Partisans appear in Rumania and Saudi Arabia. In Rumania they cut the supply of 2 Russian INF in Bucharest. In Saudi Arabia they capture the Oil field at the coast of the Persian Gulf. Italians have only one out of supply INF division in the Ridyah, so the Partisans might hold their possession for a while in there.

Germany declares war against Russia and aligns the Finns on their side! Almost all the German units are near the French border, and they start to slowly move towards Russia. Germany uses the Polands home country while they move to the defenceless Baltic States and to the Rumanian border. They can use the land, because they are allied with Poland and Poland is stacked with Germans political marker. Germans send also units to Finland with their transporters.

Japan starts the war against Chinese by making an invasion on the forest hex below Hang Chow and raping the poor women in the defenceless Tien-Tsin. They destroy a Chinese cavalry corps defending below Tien-Tsin and Peking with help of the shorebombardment of their powerful navy.

Also CW get enthusiastic about to try a ground strike in the Persia, but fails. Russia rails the factory in Vitebsk to Sibria.

At the end of the turn Germany liberates the Baltic States.

First intelligence points go to Japan.

CW tries to make a Coup in Poland to prevent Germans using the country, but fails by throwing only 4 with two dice.

Communists wins the initiative and moves first, Fascists are second and Democrats are last. Weather is fine the whole turn.

1. Impulse. Russia blitz the Finnish units above the Leningrad to the production chart. They kill the partisan in the Rumania.

Japan captures the Tsing-Tao, killing the defending antitank division there and again raping the poor women there. They occupy the defenceless Hang Chow and rapes the women there too. Italy kills a defending INF in a mountain hex above Athens. Germany captures Cernauti in the Rumania, killing the Russian MOT there.

CW tries to ground stike Russian ARM in Bushehr, Persia, with their field artillery from Kuwait, but fails. They reorganize the artillery unit with a TRS.

2. Impulse. Russia tries to ground strike with their TB-3 class bomber that damn CW field artillery in the Kuwait, but CW sends their CVP Nimrod to protect the artillery division. Both planes are shot down, but the pilots does survive. This was the first fight in the Persia and CW was victorious! Russia moves their fleet to Baltic Sea, but fails to find the German CP's there.

Japan captures the defenceless Tsi-Nan raping the women there and after this they capture the resource hex below Tsi-Nan killing the INF corps and division defending there. China has also retreated from Peking and Shanghai and Japanese occupy these cities too, but this time they only rape the women in the Peking.

CW tries to ground stike Russian ARM in Bushehr again with their field artillery from Kuwait, but fails again. They reorganize the artillery unit with a second TRS.

3. Impulse. Germans move their fleet to Baltic Sea to challenge the Russian navy, and they manage to get 2 surprise points against those. One German light cruiser is damaged for a Russian light cruiser and submarine being sunk. In the second search roll Russians gain 7 surprise points and both sides loses one light Cruiser while another light Cruiser is damaged. Russians abort after this. Russians has now the lowest naval ratio and -1 in their PE. Also Germans has a -1 in their PE, because they have the second lowest naval ratio and they haven't signed the naval treaty. Germans blitz a Russian MIL in the Rumania and cuts the supply of two other INF there. Poor Russians have now only few units defending in the south Russia. Germans could just walk through, but it's possible that they don't advance in Russia this summer, because they are not so powerful either and they don't want that Russian production is increased by a ½ during the coming winter.

Japanese capture defenceless Nanking again raping the women there. It seems that Japanese are walking with their zipper open in the China. They capture Tai-Yuan destroying the defenders there, and of course again rapes the women there too.

CW tries to ground stike Russian ARM in Bushehr again, but fails the third time. They cannot no more reorganize the artillery unit.

4. Impulse. Russia railmoves the factory in Odessa to Siberia. They start to retreat from Persia, not because CW is pushing, but because they need those units against Germany. Germans destroy two out of supply Russian face down INF in the Rumanian marsh. CW moves after Russia in Persia, and takes the Bushehr's oilfields in their control.

5. Impulse. Russia railmoves the factory in Kiev to Siberia. Germany moves the last of her units next to Soviet border, ready to cross it next turn.

At the end of turn US gains an US entry chit because of Japan/China war, Germans liberate Rumania and Japan repairs the red factory in Shanghai. China gets 1 intelligence point.

CW guarantee Poland and success to move Poland out of the Fascsim ideology. German units in Poland have to immediately move to nearest possible friendly controlled hex. About half and half is going to Rumania and Baltic States. Russia tries to break the alliance between Germany and Poland, but can't manage to throw 12 with two 6-sided. Germany offers a level 2 treaty to Italy to get her units in the Rumania back to supply, but unluckily throws two 1's and ends the political turn before the Italians could answer the pact. So German units in Rumania are out of supply!

Movement order Fascists-Communists-Democrats. The weather was fine the whole turn.

1. Impulse. Germans use a HQ to emergency supply two INF next to Russian border in Rumania. Japan attacks the resource hex west of Peking and kills the defending cavalry there with 7:1 table. They also attack to the Cheng-Chow which is defended with only 1 nationalist INF. With 5:1 table they throw 1 and the result is 2/1. Very costly attack, and after this they relax by raping the poor women there. Italians manage to get a 10:1 assault to Athens after the use of Badoglio's brilliant leader skills.

2. Impulse. Units shuffles around.

3. Impulse. Japanese capture the defenceless Wuhan after Chinese retreated from there. Guess what they did there? Correct, they raped the women! Russia moves 2 light cruisers to Baltic sea and manage to sink 2 German CP's there. Russia tries a ground strike in Rumania with no success.

4. Impulse. Germans revenge by moving their fleet to the Baltic Sea and damaging one of the Russian cruisers, before Russia aborts the sea area. Russian ground strike in the Rumania fails again, but they are moving more units near the Rumanian border.

5. Impulse. Axis shuffles little their units and ends the turn.

At the end of turn US gains an entry chit to both Communist and Fascist pools and partisans appears to China. They can only be placed on the mountain hex above Tsing Tao. Greece is conquerd by Italians. Italy gets 2 CP, when overrunning the Greece CP's after conquest. We play that directing major power doesn't get any CP's of the minor, if the minor country is not in the same ideology as the directing major power. China gets 1 intelligence point.

Germany couldn't play an option even this turn, so her units in Rumania are still without supply. Russia plays the first intelligence campaign in the game and misses the alliance with Hungary.

Movement order is Communists/Democrats/Fascists.

1. Impulse. Weather is fine. A Russian field artillery bombard two German INF west of Odessa face down. Germany uses emergency HQ supply to these units and two air crafts nearby. This was her last face up HQ in Rumania. Japan assaults Canton and takes the city with 5:1 table without losses. This was the last Chinese port, where US build points and fuel could be traced. US have to extend her convoy chain now to the Burma. Surprising the world Japanese didn't rape the women in Canton. The women in Canton has now lost their reputation in the world. Even Japanese didn't want them.

2. Impulse. It's raining in Rumania. However Russia blitz the two German face down INF in Rumania to the force pool. Germany threaten with great revenge.

3. Impulse. Weather is fine and Russia blitz again face down INF and HQ v.Leeb in Rumania to the force pool. For Russian displesure Axis passes their impulse and manage to end the turn and save the Germans in Rumania.

At the end of turn Japan repairs the red factory in Canton. Russia converts 1 BidP to intelligence operation, but Democrats win the intelligence and China gets 1 intelligence point. US gains an entry chit to both Fascist and Communist pools.

After some difficulties with a major power entering in a neutral minor country and tracing supply through a neutral minor country, we came in the following rule modification: Only active major power may move her units and trace supply through a neutral minor country, if this major power is allied and stacked with that minor. Even active major powers co-operating with the major power who can enter the minor may not move or trace supply through that netural minor country. Minor country have to be aligned or conquered before WiF like movement and tracing supply is possible. Minors capital is a secondary supply source after it's aligned or conquered.

After some discussion with David Martin, we started to use the secondary option play rule. From now on secondary option play is marked with a bold (S) before the option being played. Secondary option play is played as in the errata, expect: you can't play a secondary option, if you play the option 0(g) (= more bid points); and if you play an IPO option as your secondary option, this is not counted on the limit that no one can play that option again until the next turn.

At last Germans success to make an alliance with Hungary. Hungary is now stacked with Germany, so the supply is going through to the Rumania. As a secondary option Germans make a level 2 treaty with Italy. They also make an economic agreement, which states that Germans sends the 2 Res in Turkey and 1 Oil in Rumania to Italy, while Italy pays this with sending 2 build points to Germany. Japanese join to level 1 treaty with Germany too.

Movement order is Fascists/Communists/Democrats.

1. Impulse. It's snowing. Germany shuffles her units in better order in the Rumania. Japanese move more units to China. Russia shuffles her units and rail move the factory in Dnepropetrovsk to Siberia.

2. Impulse. The weather is stormy in Europe, but in southern China it's clear. Japan tries to attack in Chang-Sha with two weak INF and 2:1 table, but both of the attackers are eliminated. Communist China attacks in north China on an out of supply Japanese CAV with 5:1 table, but loses their own CAV too in the attack and flips.

3. Impulse. It's clear weather everywhere. Germany tries to make a ground strike in Rumania with her best Stuka's covered by squadron of BF-109E2's, but Russian I-15 first aborts the Messerchmitt's and then drops the Stuka squadron. German field artillery success to flip one defending MIL in Chisinau. After this Germans make an attack there and a great air fight is fought. This time Germans drop two Russian bombers, before Russians abort with no success against Germans. After this Germans capture the city with -/1S result. Japanese makes another unsuccessful attack in northern China and loses one INF.

4. Impulse. It's raining. Axis passes, because all the German units in Rumania that participated on the attack against Chisinau were out of supply and flipped. They manage to end the turn.

At the end of turn US gains an entry chit to both Fascist and Communist pools. US convoy chain to Burma is ready. Japanese gets 2 intelligence points.

For a reason or other, Germans didn't understand fully the new rule of entering in the neutral minor country, so as Hungary is activated by CW under Italian control, no supply is going again to Rumania. French act at last, and keeps their election after two years of political disorder.

Movement order is Fascists/Communists/Democrats.

1. Impulse. It's stormy and snowing weather. Units are shuffled around and Russia rail moves the factory in Stalino to Siberia.

2. Impulse. Storm and rain. Russia ground strikes successfully 2 stacks of German units and attack against both of them. Results are 2/1 and -/2B*. Germans loses 2 INF and MECH while Russians loses INF and MIL. Japan takes a risk and attacks from one hex to Si-An in hope to cut the supply from all Communist Chinese units, but loses a marine corps in this attempt.

3. Impulse. It's stormy and snowing weather. Axis passes and successfully ends the turn before more damage could be made in Rumania.

At the end of turn US gains an entry chit to Communist pool. Chinese gets 1 intelligence point.

Due to great political game of Democrats, CW aligns Czechoslovakia in war against Russia. Due to Communist Yugoslavian threat, Czechoslovakia attacks on Hungary to save Hungarian people from possible Communist acts. Actually Czechs reacts little too late, because Yugoslavia is activated out of Communist ideology. This is annoying situation to Germans. There is no chance to supply units in Rumania no more.

1. Impulse. It's snowing. A skidivision cuts Rundstedt possibility to supply other Germans in Rumania. Czechs kill the defending Hungarian CAV above Budapest.

2. Impulse. It's clear weather. Russia ground strikes Rundstedt face down and kills the stack with -/1S result. As they cannot retreat, the whole stack is eliminated. Czechs attacks successfully on Budapest capturing the city. Japanese makes again two unsuccessful attacks in China and loses 4 INF against one Chinese CAV division and FTR.

3. Impulse. It's snowing. Russians shuffles their units and democrats end the turn.

At the end of turn US gains an entry chit to Fascist and Communist pools. Japanese gets 4 intelligence points despite of Russian intelligence campaign. Partisans appear in the only possible hex in Finland. Hungary is conquered by Czechs. Russia didn't declare war against anybody.

Germany aligns Turkey in the war against Russia. First US entry chit is putted in the Germans tension pool. French make a level 1 treaty with US and level 2 treaty with CW. Trade agreement with CW is changed so that CW sends 1 Oil to French while French sends nothing to CW. Because Italians and Germans don't help their ally Hungary, both loses -1 of their PE.

Movement order is Communists/Fascists/Democrats. Weather is fine in the most of impulses.

1. Impulse. Russia ground strikes two out of supply stacks face down and one FTR in Rumania. After this they kill the stacks without flipping. Germans lose 4 INF, MTN div and CAV div. Germans start operation Barbarossa! They move with mass from Baltic to Russia, but are soon stopped in the Russian marshes. Turkish units start to move to weakly defended Caucasus oil fields threatening the oilfield in hex 0226. They surround the Russian city Tiflis. No attacks are made.

2. Impulse. Russia tries an unsuccessful ground strike in Rumania. They rail move more units to Caucasus. Turkish MTN capture the oil field in hex 0226 and prevents tranportation of 6 other Oil and 1 Res to Russian factories. There is only this one rail road to those oil fields - very bad to Russians.

3. Impulse. Russia starts to move units from Stalino and Kharkov towards Caucasus. Germans strike the two INF in Pskov. The Russian defending fighter can't abort in any other place than Pskov. In the following attack Germans capture the city with 1/2 results. Russians lose 2 INF and the FTR, while Germans lose an INF division. Japanese attacks west of Wuhan with 3:2 table, but Chinese beat'em badly. Japanese lose 2 INF.

4. Impulse. Communist China makes a counter attack in Chengchow, which is only defended with a face down HQ after Japanese unsuccessful attack. With the help of marvellous leader skills of Mao they capture the city without flipping with 2:1 table, after throwing a 10 with die. Japanese player looks gloomy. Russians shuffle and overrun a He-123 in Rumania. Germans try to make a strike, but Russian I-153 aborts the bombers. Also German field artillery can't manage to flip the defenders. Germans make a 7:1 biltz attack and kill a Russian Cav in the forest hex 2044.

5. Impulse. Communist China retreat from Chengchow back to better defence lines. Russia moves units nearer to Turkish units, who has cut the rail line in Caucasus. Finnish ski division cuts the Murmansk rail line. Russia states that Finnish will get no mercy in the court martial. Turkey retreats the units from Caucasus rail line to mountain hex next to it. German field artillery flips two defending INF above Vitebsk. In the following attack defenders have to retreat, but Germans are flipped. Germans capture also Novgorod killing the two defending INF there, but are flipped there too. Japanese makes a Blitz attack on a forest resource hex below Chang-Sha. Despite of two sided FORT in the hex, they manage to get the 4:1 table after some air battles where no-one is dropped. The hex is captured with -/1R result.

6. Impulse. Russia kills a face down German CAV and FTR in Rumania. Believing that he ends the turn, Russia moves very risky to save the resource tranportation from Caucasus rail line. He leaves only one face down garrison to defend in Tiflis. Well the turn is not ended and Turkey punish by capturing the Tiflis with -/1S result.

7. Impulse. After Russia can't manage to end the turn again Turkey success to attack against out of supply defending face down MECH with 5:1 Blitz table and kills the unit. The rail line is again cutted to Caucasus. Japanese capture defenceless Chengchow back and again raips the poor women there. After this Fascists ends the turn.

At the end of turn US gains an entry chit to Fascist and Communist pools. Japanese gets 1 intelligence point. A second partisan appears in China. It is putted in the defenceless Shanghai, where it overruns one face down NAV, and another NAV has to rebase. It prevents Japanese using the factory in Shanghai. Rumania is reconquered by Russians.

Germans are now in Novgorod and next to Dvina river. Leningrad has been surrounded. Russians have moderate defence in the other side of Dvina, but after this they have almost nothing. And there are no Russian HQ's in Northern Russia. In Rumania there are 5 German corps out of supply in mountain and swamp hexes. These units cannot be supplied until someone makes an invasion in Rumania, or something other shrewd is done. Few German aircraft did escape from Rumania to Turkey, but they are out of supply until Italians join the war against Russia, or Germans and Italians make a level 3 treaty.

Movement order is Communists/Fascists/Democrats. Weather is fine, expect in the North Monsoon zone, where is stormy or rainy weather in the most of the impulses.

1. Impulse. Russians try a strike with two bombers in Rumania with no success. They move the factory in Kalinin to Siberia.

Japanese attacks on Chang-Sha, which is only defended with one garrison. With 7:1 assault table they throw 2 and capture it, but are flipped. No raping this time. Germans strike in Northern Russia and manage to flip alone Russian MOT in a clear hex 2140 between Minsk and Vitebsk. In the following attack one German ground supporting Stuka is dropped by I-153, but Germans capture the hex with result -/1R. Another attack is made on forest hex 1745 between Novgorod and Kalinin, and the result is 1/R. Junkers come to reorganise one German MIL after they flipped in these attacks.

Czechs cross the Rumanian border from Hungary with 5 Coprs and HQ. They try to capture the Rumanian oil fields and Bucharest, because of the weak defence Russians have left there.

2. Impulse. Russians strike on marshes in Rumania and success to flip one German MECH there. Units are shuffled.

Japanese kill the two partisans in China. Germans strike on the hex west of Vitebsk and flips one INF. Finnish units are moving closer to Murmansk and Petsamo. There is one Russian MOT defending in Murmansk while Petsamo is ungarrisoned. Germans make an unseccessful attack against hex west of Vitebsk. They lose one INF by throwing 1+1 with 3:1 Blitz table. Germans use their HQ to reorganize 3 MOT units, which flipped in the attack.

Czechs start to climb over Rumanian mountains.

3. Impulse. Russians strike unsuccessfully in North Russia, but they make a successful attack against Turkish on the hex west of Tiflis. With 3:1 assault table the get a result 1/2, and HQ Inönu and one INF is eliminated. Turkish are partly out of supply now in Russia.

Japanese strike a Communist INF face down South East of Si-An. In the following attack Japanese lose one MIL. Fascists are having very bad luck with their dice. Turkey revenge by killing one out of supply face down heavy INF from Russia, and saves a bit the situation in the Caucasus. Germans move one out of supply INF in Rumania to defenceless Bucharest, preventing the Chechs to move there.

4. Impulse. Russian attack on Bucharest with 2 CAV corps with 3:2 assault table and throws 1+1, so both cavalries are perished in this attempt.

Germans move two more out of supply units in Rumania so that they capture the Rumanian oil fields and break the supply path of one Russian INF in Rumania.

5. Impulse. Russians attack with 2 Div against the one German unit which broke the supply path in Rumania and kills it. After this they end the turn.

At the end of turn partisans appear in Finland and Russia. They are setup on quite unessential hexes in the Scandinavian map. This time US gets no entry chits. China gets 1 intelligence point. Rumania is conquered by Germans. We don't know how to play this situation, because there are now Czechs units in Rumania, and should they lose the control of their just occupied hexes to Germans, which they don't like very much. We'll ask the opinion of David Martin about this situation.

Russia spy Italy! They throw with 2 six sided 12+5 and Italy have to play the option IPO 1 at its next opportunity in a direction specified by Russia. CW and France makes level 3 treaty. When they are both at war they may co-operate. They modify their trade agreement so that, if Yugoslavia is some day French controlled CW gets the resources there. French gets 1 Oil from CW.

Movement order is Fascists/Communists/Democrats. Weather is fine in most of the turns.

1. Impulse. German field artillery flips one Russian GARR on a forest hex west of Vitebsk. In the following attack Russians lose one of their bombers in air combats while others are forced to abort. Japanese help Germans by using 5 intelligence points in attack, which gives Germans total of +2 to die. Germans throw 1 and Russians lose one CAV division while Germans are flipped. Japan makes couple of strikes in China with no success, but one Chinese FTR is dropped in the air battles. Japanese attack on Communist hex Souht East of Si-An with 3:1 assault table. Chinese use intelligence and Japanese throw 2-1 and lose one MIL and INF Div. Their second attack is made on the forest resource hex below Kwei-Yang. With 3:2 Blitz table they throw again 2 and lose 2 INF.

Russians attack against one German face down (fd) MECH on the Rumanian oil fields and kills it. Near Leningrad Russians try to attack with Siberians against weak German GARR unit with low success. They lose FTR and NAV against Finnish powerful air forces and one of the Siberians in attack for nothing.

2. Impulse. Germans try one strike in Russia with no success. They make a ridiculous counter attack against fd Siberian near Leningrad with 1:1 assault table. They throw the normal 1+1 and lose one GARR and MIL. Germany makes another attack on the forest hex 1844 defended by one MIL and gets a result -/1 and flips. They attack again on the forest hex next to Vitebsk with 2:1 Blitz table +2 to die, but throws only 3+2 and Russians loses only one INF while Germans are flipped.

Russians make a clever counter attack against German units between Novgorod and Kalinin. They success to cut the supply of these fd units and kills them all. Germany loses HQ v.Leeb (second time), MECH, INF, MECH Div and INF Div.

3. Impulse. Germans attack third time against forest hex next to Vitebsk, where Russians forget to move more units while slaughtering Germans in the previous impulse. Russian field artillery gives ground support and final odds are 2:1 assault table with +1 to die. Germans throw 3+1 and lose one heavy INF.

Russians rejoice as there are no more German units to attack in Northern Russia. Germans can capture nothing important from Russia before winter comes.

4. Impulse. Japanese makes suicide attack in China with 1:1 assault table, while throwing 2+1. They lose MECH and MIL.

Russia capture Tiflis with 3:1 assault table. They throw 7 and get a result 1/2. They make another attack on a hex South East of Vitebsk. With 3:1 Blitz table they throw 2+2 and Germans lose INF Div.

5. Impulse. Turkey makes a counter attack against Tiflis, which is only defended with one Russian MIL. With 3:2 assault table they throw 4+1 and lose one INF Div.

Democrats ends the turn.

At the end of turn US gains an entry chit to Communist pool and Japanese tension pool. Japanese gets 1 intelligence point.

I haven't seen for a long time as weak die results as in our last playing session. US player suggested a support group to Axis because of their so low success. Axis players were quite depressed when they left my home. Hope they'll do better in the next time. Otherwise we Allies wont get any resistance in our game.

Italy plays IPO 1 because of Russian spies, and Russia decide to move Italy towards Democracy. Portugal is leaved behind while the government of Italy is now Paternal Monarchist. China makes level 1 treaty with CW and France. They make a trade agreement, which states that CW gives two resources from India and France gives the one resource from French Indo-China to China. China and CW also makes themselves free traders with secondary options.

Movement order is Democrats/Fascists/Communists.

1. Impulse. Weather is poor. China retreats from the forest resource hex 0531 with her MOT div. After this Japanese occupy the hex. Italy declares war against Russia and lands with MAR and MOT corps and 2 LND to Constanta, Rumania, which is still a German controlled port. Russians have moved more units to Rumania and they kills the partisan unit cutting their supply there.

2. Impulse. Storm and snow. Germany ground strikes with 4 bombers swamp hex 2344 behind her lines and success to flip one of the two out of supply units there. In the following attack they get 4:1 blitz table and throws 7+1. Both of the Russian units are killed.

3. Impulse. Clear weather. Germany ground strikes in Vitebsk and west of Vitebsk, but lose one covering BF-109C with no success. Germany makes two attacks. First is made on the forest hex west of Vitebsk where both sides send numbers of air craft. Germans lose BF-109B, while Russians lose TB-3 with pilot. With the help of Rundstedts leader skills Germans get 4:1 blitz table and throws 8. At last they capture this hex. Second attack is made against 2-2 MIL unit in the swamp hex 1944. With the help of Rommels leader skills, Germans get 5:1 assault table and throws 9.

4. Impulse. Rainy weather. Czechs overrun one out of supply Russian INF in Rumania. Fascists suffle their units end end the turn.

At the end of turn partisans appear in China and Rumania. US gains an entry chit to Fascist pool. Chinese gets 1 intelligence point.

Economic mobilisation turn. France makes itself a free trader. Because France has a treaty with Italy, Russia, CW, China and US, all these countries benefit 3/4 BP each turn of this.

Movement order is Fascists/Communists/Democrats.

1. Impulse. It's snowing. Germans rail move their 800mm railway cannon division to Russia next to Vitebsk. Japanese kill the partisan unit in China. Russia makes a surprise paradrop in Rumania, cutting the supply of Czechs HQ and 2 corps. They also capture the Rumanian oil field hex, which is defended with single out of supply face down German INF. Czechs use the emergency supply and retreat so that they are again in supply.

2. Impulse. Storm and rain. Everybody suffles their units.

3. Impulse. It's snowing. Japanese strike on the mountain hex west of Kwei-Yang, but success only to flip one unit. They don't dare to attack. Russians attack with 5:1 assault table on Bucharest and captures it with throw of 9.

4. Impulse. Japanese strike again in the same hex this time flipping second unit there. In the air battle Japanese lose Ki-10 with pilot while while Chinese lose Tomahawk. In the following attack there is again an air battle, where Japanese lose Ki-30 with pilot and Chinese lose I-16. Both sides fail to give HQ support, and the final odds is 1:1 assault table. Japanese roll their normal 1+2 and lose 2 MIL. Democrats end the turn.

At the end of turn US gains an entry chit to Communist pool and both Russia and Japan gets 1 intelligence point.

CW makes a level 1 treaty with US. They make a trade agreement where US promises the oil in Venezuela to CW, if some day Venezuela is US controlled.

Movement order is Communists/Democrats/Fascists.

1. Impulse. Blizzard and storm. Russians shuffle their units. Czechs retreat to Rumanian mountains as Russians are very out numbered now in Rumania. Italy tries a ground strike, but Russia intecept it and both sides lose their planes. Italy attacks on the swamp hex 1825 in Rumania, which is defended with single Russian INF div. With 5:1 assault table they throw 2 and capture the hex while losing one MOT corps.

2. Impulse. It's raining in arctic. Russia has moved a number of units to Persia and CW has answered it by moving her units there too. For a reason or other Russians retreat from Tiflis and the resource hex below it and Turkey occupy these hexes. I wonder what Russians are doing? Japanese strike on the mountain hex west of Kwei-Yang and flips all the units there. On the following attack they forget that Chinese can too fly ground support there with their FTR as a bomber and Chinese get one more factor and odds is 1:1. Both sides success in HQ support and Japanese throw 7+3. Result 1/2 - Japanese almost got the hex. Chinese have HQ Stilwell and total of 5 factor field artillery in Kwei-Yang, which makes Japanese attacks very difficult around Kwei-Yang.

3. Impulse. Blizzard and storm. Everybody shuffles their units. Chinese move two more units in the hex Japanese just attacked. Chinese have no shortage of units on the map. At the moment they have only MECH, GARR, ENG, INF div and LND to buy of land/air units.

4. Impulse. It's raining in arctic. Shuffling and Democrats end the turn.

At the end of turn partisans appear in Russia. It is put on Batum next to border of Turkey. US gains an entry chit to both Fascist and Communist pools. China gets 1 intelligence point.

Russians have been very active now in Persia. They have now Timoshenko, 6 corps, div, 2 LND and 1 FTR there. CW has send Alexander, 3 corps, div, field artillery and FTR to defend the oil fields there. In Rumania there is a mixture of belligerent units. Germans have only one MECH on the swamp hex 1925 which is supplied with the help of Italians. Italians have 2 HQ, 4 corps, div, 2 LND and 2 FTR on Constanta and the two shore hexes next to it. Czechoslovakia has HQ, 3 corps, div and FTR on the mountain hexes 2225 and 2325. Russians have HQ Zhukov, 9 corps, 2 div, 122mm field artilley, LND and FTR around Bucharest and Odessa. And of course there is one partisan in Cernauti.

Russia declares war against Poland! Germany activates Poland and get it under its control and automatically aligns Poland in the war against Russia. My first thoughts were what the hell Russia is doing, but then Germany sets up the Polish units against the border of Czechoslovakia and everything became more clearer. This is a conspiracy against Democrats. Soon I here that Russia and Germany/Italy has made a cease-fire and operation "Punish the Democrats" has begun. CW fail in breaking the alliance Russia has with Yugoslavia.

Movement order is Communists/Democrats/Fascists. Weather is fine the whole turn.

1. Impulse. Russia shuffles. Czechs retreat from Rumania because of the new threat against their home country. Germany retreats from Russia. Japanese try to strike in China, but Chinese fighters drive them away.

2. Impulse. British move more units (ARM & MECH corps) in Persia. Japanese strike on the forest resource hex under Kwei-Yang. They fail flipping any unit there, but Chinese use their anti-air unit in the hex, so it is flipped. On the following attack Stilwell success to give HQ support and the final odds is 1:2 Blitz table. And now they roll it, 10+1 and Chinese have to retreat!

3. Impulse. Russia tries to ground strike in Persia, but British Gladiator squadron drops both the LND and escorting FTR with pilots. Another strike is made against Czechs still in Rumania, and one MECH is flipped. French border is getting filled with Germans.

Impulses 4-6. Units are just shuffled. On the 6th impulse Russia ends the turn. There is now only Turkish units and couple of German air craft still in south Russia. Persia is full of Russians, four corps and two air craft have been moved near the border of Afghanistan. In addition two corps have been moved in Siberia near the border of Manchuria. Italians have moved their units to south Turkey and are soon ready to invade in Syria.

At the end of turn 3 partisans appear in Russia. US gains an entry chit to Fascist ideology pool and to the tension pool of Russia. Russia gets 6 intelligence points.

Well it finally happened. Democrats supported too much Russia politically by doing nasty things to Germany. Now Germany has somehow successed to make a deal with Russians and they both prepare to hit Democrats which have become stronger at peace. Russia is the clear winner in this deal. They have a huge production and strong army, and they can now conquer anything they want. I don't know what kind of deal they have made, but it seems like Russia will get Rumania, Baltic States and maybe Hungary if they are fast enough. Probably they attack on Yugoslavia after this. In Persia they have a huge force to drive English away from those mountain hexes. And it seems that they have put their greedy eyes on India too. If there has not been an exact deal, Japan and Italy (after Yugoslavia) are in great danger too. But this would be very stupid move from Germany. Germany has now freedom to mesh in Europe, but France is no more a walkaway. With co-operation deal with CW it is possible that France can hold against Germany until Russia get bored elsewhere and attack on Germany again. Anyway Russia has now the best chance to win the game.

Germany declares war on Yugoslavia. Russia activates and aligns Yugoslavia, but he has to first activate Bulgaria away from his political marker to get Yugoslavia marker under it (they are hostile to each other) and make a trade agreement with Yugoslavia to get an extra +1 modification. This is planned co-operation between Germany and Russia, and it looks very absurd as Russia set up the units of Yugoslavia against the border of Hungary (leaving Zagreb and the border of Germany undefended). Well Czechs were right when they about two years ago declared war on Hungary to save Hungarians from occupation of aggressive Communist Yugoslavia ;). We should have a 7th neutral player who takes control of minors units to prevent this kind of gamey tricks. I suggested to players of Germany and Russia, that why don't they do the same thing with other neutral minors too? How about if Russia gets Spain, Germany and Japan get Netherlands, etc. This tastes very bad, but I hope they don't spoil the game by doing this too much.

Movement order is Fascists/Democrats/Communists. Weather is fine the whole turn.

1. Impulse. Germany moves with v.Leeb and single INF to undefended Zagreb. Czechs attack against Yugoslavians north east of Belgrade. With 6:1 Blitz table they throw 8 and Yugo's lose INF and CAV.

2. Impulse. Germany is very afraid that Czechs will soon conquer Yugoslavia and moves his units closer to Belgrade. Czechs attack again in Yugoslavia, this time north west of Belgrade. Russia success to send ground support there and final odds is 2:1 Blitz table. They clear the hex defended with MTN by throwing 5, but flips. Yugoslavia surrender to Germany by leaving Belgrade undefended. They make a final attack against Czechs and get 1:2 Blitz table. They throw 7+2 and kill the Czechs MTN.

3. Impulse. Germany occupies Belgrade. Japanese strike successfully flipping the two units defending in Si-An. They attack with a HQ and INF from Chengchow to the city and final odds is 2:1 Assault table after unsuccessful HQ supports. They throw the unbelivable 10+2 and captures the city. The poor women in Si-An are raped, when Japanese occupy the city with their 8-3 INF. Communist Chinese counter attack with 2:1 assault table and throws 8. The result is 1/2 and city is recaptured, but Communists are flipped.

4. Impulse. Japanese attack again on Si-An. Terauchi success to give HQ support and final odds is 2:1 assault table again. This time Japanese throw 5+2, and Communists lose only 1 INF and Si-An holds. Russia makes a ground strike experiment in Persia by flipping 3 defending CW units there, but they don't attack. They end the turn.

At the end of turn partisans appear in Greece and Finland. There is still 2 hexes controlled by Russians in Finland where the partisans can appear. Finland has now 4 partisans. US gains an entry chit to the tension pools of Russia and Japan. China gets 1 intelligence point. Yugoslavia is conquered by Germany.

Russia losed 4 money points with Yugoslavia and gained nothing. Germany thank for Russia by moving his Turkish HQ out of Russia, and so cutting the supply of Turkish units in Russia. Because there are no more in supply enemy units in Russia, Russia gets no +0.25 in her PM. I hope Russia knows what he is doing...?

According to the rules French PE should be dropped to zero as they don't help their allied Yugoslavia by declaring war on Germany. My thought was about the situation, that should I as a French player rather declare war on Russia than on Germany. We decided that if a minor is aligned with a major power from different ideology, then all the alliances and guarantees the minor has with major powers drom different ideologies will be broken. So French don't lose their last PE point.

Movement order is Fascists/Communists/Democrats.

1. Impulse. Weather roll 8, it's raining. Czechs has moved their units behind Danube river in Hungary and defend Budapest with force. Russians have storng units and Zhukov in the other side of the river. Russia makes a ground strike on Budapest. Czechs drop the escorting fighter with pilot, and Russia pay this by dropping the Czechs FTR. Strike is unsuccessful. CW flees from Shiraz in Persia, and rereats to shore.

2. and 3. Impulses. Weather is poor and everybody suffles their units.

4. Impulse. Weather roll 5, it's fine. Japanese attack on Si-An again. They success to flip one defending unit there by ground strike, but on the following attack Mao success to give HQ support and odds drop from 3:2 to 1:2 Assault table. They throw 2+1 and lose INF and INF div. Fascists end the turn, and Chinese thanks Japanese for making this unsuccessful attack as they get the +0.25 PM bonus of it.

At the end of turn US gains an entry chit to the tension pool of Russia and to the ideology pool of Fascists. The first offensive chit is bought by Germans in the game. Democrats win the intelligence and China gets 1 point.

Russia and Japan make a level 1 treaty. They make a trade agreement where Russia sends two oil resources to Japan while Japan pay this with 1 build point. Germany joins in naval treaty and gets rid of -1 in her PE.

Movement order is Fascists/Communists/Democrats.

1. Impulse. Weather roll is 7 - poor weather. Everybody shuffles their units.

2. Impulse. Weather roll is 8 - still poor weather. Japanese strike on Kwei-Yang, two defending Chinese FTRs are dropped down and they success to flip to defending units despite of Chinese anti air. With help of ultimate skills of Yamamoto Japanese get 2:1 Assault table and throw 3+2. Result 2/1. Japanese lose field artillery unit and INF division, while Chinese lose INF. Russia stikes on Czechs units in Budapest and success to flip one unit and drop the last Czechs FTR there.

3. Impulse. Weather roll is 5 - poor weather. Russia tries to stike again in Hungary with no success. However they attack on Budapest with 2:1 Assault table and throw 7+1. Result 1/2. Russia lose their ENG division, while Czechs lose INF and INF div.

4. Impulse. Weather roll is 3 - moderate weather. Russia ends the turn.

At the end of turn US gets entry chits in Japanese and Russian tension pools.

Conclusion

We interrupted this game, because of the summer busies. We decided to start a new game in autumn 1998, because this game was still a practise game and it had some major problems with the minor countries too. Now I have made new rules to prevent kind of happenings, what was seen in this game. Minors can't be activated in certain circumstances, which prevents co-operation in many situations between major powers in different ideologies at "war" with each other. See more in my errata section, where you can download the rules.

German player said me that he would have attacked against Russia again on the following turn. This had been an interesting move as Russia had their whole army in Persian mountains, expext for the little army in Hungary, which would have lost their supply, when Polish units had conquered Rumania.

US entry was little over 30 against Fascist and about 45 against Communists. Russia, Japan and Germany had each about 6 in their tension pools. After US declaration of war against Axis, France and CW would have immediately make a level 3 treaty with US and also declared war against Axis. After this Democrats would have been very powerful with untouched France.

Anyway we had very interesting and funny game. With the use of Mike Aien's errata and my additions, I think that our next game will be even better. I will write a game report, but not as good as this game report, because this time the game won't be played in my home.

Happy Wiffing, ecpecially if you play it with DoDII!
