General  Q. When a class or type is mentioned like: "INF" are the respective Divs also included 

A. Yes (unconfirmed) 

 

Q. Are stacks, including those on the production spiral, freely examinable? are ships placed face down available to be examined on their face up side? 

A. Inference is that yes, they are freely examinable.  Reason is that previous editions of WiF, they specifically said they were not.  This language is no longer there. 

 

Q. When more than one player on the same side are eligible for a choice, who gets that choice? 

A. In general, the owner of the hex or unit to be lost.  However, for movement into enemy hexes, the order is:    

a) closest in MP    

b) fastest    

c) the most strength points.    

 

For decisions which do not involve a hex and/or movement (or if the above procedure still resolves to a tie,) the order is:    

a) MP with most producing factories last production phase (or current, if there was no last production phase)     

b) highest die roll2.1.4 Panama 

 

Q. Which sea zone is Panama on? 

A. Gulf of Mexico. (ignore the reference in 2.1.4, the one in 11.4.2 is correct.) (unconfirmed)2.4.2 Supply 

 

Q. How many times may a supply path trace overseas?  Once per secondary supply source, or once per tracing unit? 

A. Intent is once per tracing unit, rules are ambiguous. 

 

Q. Limits on supply paths, 3rd bullet - is the first exception outdated? 

A. Yes. 

 

Q. For a rail supply path, does the tracing end immediately upon entering the last hex allowed, or may the tracing continue if along rail? 

A. The latter. 

 

Q. For supply tracing purposes, must all secondary sources cooperate with the one above it in the chain or just with the tracing unit? 

A. Both, (yes this means that you might be using secondary sources as part of the chain that are themselves out of supply.) 

 

Q. Even though CC and NC are not "friendly" towards each other, they are still on the same side, right?  So a NC city that switched to CC may immediately provide supply for CC troops? 

A. Yes.  Yes.2.5 Control 

Q. Are hexes in aligned minors (either at start or during the game) considered "controlled" by their controlling MP, or are they "controlled" by the minor? 

A. By the minor unless otherwise stated.  The "Initial Control" section states that MPs may countrol other minor HCs and Territories, it does not say that MPs control hexes in those entities. 

 

Q. The index definition of home country still includes the reference to 1939. 

A. It should be removed, the definition in 2.5 is correct. 

 

Q. Is Hainan part of China

A. No, it is an clearly marked island, therefore a Territory. (see 2.5) In other words, no Chinese Partisans may appear there. 

 

Q. Are Kashgar and Urumchi Communist or Nationalist? 

A. Nationalist (unconfirmed) 

 

Q. Must the Chinese place reinforcements at Kashgar or Urumchi if fully stacked elsewhere? 

A. Yes. 

 

Q. What are at start Communist hexes? 

A. Previously ruled by Larry at WiFCon all Chinese hexes on or north of Sian's hexrow, published LOC article suggests that other than the cities, units from either faction may setup anywhere in China (supply may be difficult, of course.) 

 

Q. Are islands different from territories? 

A. No, islands are territories, they are just denoted on the map in a slightly different way. 

 

Q. What are territories? (what is "something similar to a home country but without a capital city...") 

A. Take a hex that is obviously in the territory (look it up on a world map if you have to) and follow the instructions with an INF. (unconfirmed) 

 

@  Q. Are Sumatra and Borneo part of the NEI home country?

@  A. Yes, see the example in 2.56.1 Trade Agreements 

 

Q. Japan USA agreement - What is meant by obligation?  The entire convoyed amount, or just the amount to send. 

A. Just the amount each side is to send, in other words, 1 for JA, 4 for US, reduced as appropriate by USE. 

 

Q. Other than the Japan USA, are there any penalties for not shipping the appropriate mandatory lendings?  

A. No, the receiver must find a way to transport it from the source if he wants to use it. 

 

Q. Must the resources and BPs for JA, US, GE, and RU come from their respective home countries? 

A. Yes. (This is assumed intent, rules are not clear)  

 

Q. When is the control of BPs changed? 

A. A City or Major Port controlled by the Recipient. See 13.6.4 Transport section.  Despite it being an optional rule, the transport section is still used for trade agreements. (unconfirmed) 

Q. When is the control of RES changed? (6.1 implies the lender transports it to the lendee, 13.6.1 implies the lendee transports it from the source.)  A. ??? 

 

Q. Are Trade Agreements canceled upon Incomplete Conquest?  Complete Conquest? Vichyfication? 

A. No, Yes, No (FF is considered to inherit)9 Baltic states 

 

Q. Are DOWs on the Baltic states separate, or together? (is it a DOW on Lat. Est. and Lit. or a DOW on 'the Baltic States'?) 

A. Separate (a DOW on Lat., Est., and Lit.)9.2 DOW 

 

Q. A DOW on a Major Power is also a DOW on all Minor Countries of that major power.  But the rules does not say what happens when a minor country is aligned AFTER the DOW (by either side.)  are they at war?  (well, of course they are, but where does it say that?)  (Eg. Germany aligns Hungary...is Hungary now at war with the CW and France?) 

A. As stated, obviously they are . (unconfirmed) 

 

 

Q. Can you DOW an entity you are at war with? 

A. Yes, you may DOW twice, but 15, second sentence prevents a second surprise, and 9.2 third paragraph prevents a second USE effect.  However: GE apparently may DOW RU if RU DOWs first to get around the Finland and Rumania restrictions.  (unconfirmed)  The intent is that it may not, the rules say otherwise. 

 

Q. Does a side declares DOWs all at once? or a Country?  Is there an order? (are mandatory DOWs considered to go first? for the side? For the country?  If GE + IT DOW Turkey, and is aligned by China, (for example) is it 2 DOWs or 1? If 2, does the second one DOW against Turkey, or must the second one DOW China

A. Believe ruled that all DOWs of a side are done sequentially, then resolved in any order.  So GE + IT DOWing Turkey would be 1 joint DOW on Turkey, not China and could be resolved before or after a DOW on NETH by Japan (for example). (unconfirmed)9.6 Calling out the reserves 

 

Q. Does the MP call out rule refer to MPs of the active side?  or is it MPs that are at war, regardless of side? (Who does the "You" refer to?) 

A. Ruled by Larry that both the DOWer and DOWee may call out reserves immediately. 

 

Q. If you do not call out all your reserves, what happens to the rest? Are they placed in your force pools?  Are they available in any reinforcement phase?  Are they available at ANY time subsequent to the DOW (even during an opponents impulse?) or are they only available upon a subsequent DOW? 

A. They are available to be called out in any subsequent DOW phase (provided, of course, that you are still at war) (unconfirmed)9.9 Multiple States of War 

 

Q. May an ATR carrying a neutral cargo fly over hexes that the ATR is at war with? 

A. No. (unconfirmed) 

 

 

Q. What about a neutral ATR carrying war cargo? 

A. No. (unconfirmed) 

 

Q. Before Barbarossa starts, Finland is at war with Russia.  May Russian units attack German Transports carrying Finnish units? 

A. No. 

 

Q. Same as above, may Finnish units invade off of German Amphibs onto Russian Territory

A. Yes. 

 

Q. Same as above, Finnish units overrun (and capture) face down Russian naval units, are they German? What about CPs? 

A. They are Finnish until war starts.  Use German CP markers, but keep note that they are Finnish. 

 

Q. Pre Barbarossa, IT at war with RU.  May IT "fly" through the border zone, or must they fly around?  May RU enter none-IT occupied GE hexes to get to IT targets? May RU enter IT occupied GE hexes to get to IT targets beyond that hex? 

A. Fly around, no, no. (Although see 9.5 Neutrality Pact, Enemy Aircraft) 

 

Q. Assuming YU is completely conquered, Do IT Units provide Garrison Points

A. Yes, they are on the other side of the MP controlling YU partisans. 

 

Q. Are the partisans allowed to attack a German hex with IT units? 

A. Yes, Partisans are still considered to be at war with their conquering MP. 

 

Q. Are the Italians allowed to attack a German hex with YU Partisans? 

A. No, IT units are not at war with YU, unless IT is at war with YU's controlling MP, in which case, it is an "enemy" as defined in the index. 

 

Q. Do partisans interdict IT supply? 

A. No, unless IT is an "enemy" of YU. 

Q. Do Partisans interdict GE controlled RES that are lent to IT? 

A. Yes. (unconfirmed, depends on when control of the RES changes to the lendee.) 

 

Q. Can YU units overrun IT planes in GE hexes? 

A. No, unless IT is an "enemy" of YU.  This means that YU partisans are prohibited from entering hexes with only IT planes/ships because that would be voluntary overstacking. 

 

Q. What does the word "support" mean?  Does providing supply denote support? providing the +1 to notionals due to ZOC? providing the ZOC? 

A. Unknown, conjecture is that support denotes an active action (such as flying a mission, using an ART, etc.)  Passive actions (such as being a secondary supply source, exerting a ZOC and providing the +1 to notionals) that the unit exerts merely by existing, are not covered under the term "support."11.4.3 Task Forces@ 

 

Q. If a side finds in a sea zone where the hidden task force may not be included, does that side still get to see the contents of that marker?@ 

A. No11.4.4 Naval Movement Restrictions 

 

 

Q. The wording of "even via" is unclear 

A. The intent is that a restricted naval unit may not enter the two mentioned sea zones IN THE SAME MOVE unless it somehow went around the restriction (for example, North Sea to Bay of Biscay around UK is allowed, but not North Sea - Brest - Bay of Biscay.)11.4.5 Naval Transport 

 

Q. Is chaining Naval Transports legal? 

A. Ruled by Harry (in a past WiFCon) to be legal.  However, note that second and subsequent transports need to pick up the unit by "moving through" the port. 

 

Q. Does a unit "move through" the port that they started in? 

A. Ruled by Larry not unless they leave and come back.  11.4.6 Naval Interception 

 

Q. May a side abort an interception combat after a round? 

A. Yes, subject to the normal rules that all units of an entire side must abort. 

 

Q. If a unit suffers an A result or a side aborts combat, is it a normal RTB? 

A. Yes. (The range and movement are not reduced in anyway.) 

 

Q. For the above, even if the unit was overrun, and has already exceeded the movement/range? 

A. Yes, this means that a 6 range cruiser may potentially go 17 sea zones or more. (rebase after overrun of 11 seazones, get intercepted and abort a further 6...) 

 

Q. If a unit was flipped for normal naval combat, and another combat causes units to abort through the sea zone, does unit flipped for normal naval combat count as the flipped unit for interception? 

A. Yes. (unconfirmed)11.5. naval combat surprise points 

 

Q. Can SPs be used to pick defensive results?   The chart in the rules says "Pick Enemy target" not "pick a target instead of your enemy" or some such thing.  The rules 11.5.8, 11.5.9, 11.5.10 are not clear on this point. (11.5.8 says enemy target, .9 and .10 goes out of their way to imply that friendly targets are eligible). 

A. Yes. (unconfirmed) 

Q. What about interaction between SPs and Leaders? it seems that leaders modify the order, just like the various combat types modify the order, and then surprise is applied on top of that, correct? 

A. Yes.  (unconfirmed) 

 

Q. Can SPs be used to pick air to air combat targets? Neither 11.5.9 nor 14.3 says you are allowed to, while 11.5.8, 11.5.9, 11.5.10 specifically says you are allowed to pick naval targets. 11.5.9 DOES say you are allowed to use SPs for AA targets.) 

A. No, all the other sections specifically include that you can use SPs to pick targets.  But the A2A section does not.11.5.8 Surface naval combat 

 

Q. How do you "damage" 5 convoys if not playing with SiF?  A. Move it to the repair pool.  You repair it by spending 2 BPs and waiting 2 turns. (unconfirmed)11.5.9 FTR roles and naval combat 

 

Q. Are FTRs allowed to fly as naval bombers if they flew out to sea at full range? 

A. Yes, see 14.1.1 2nd section, 3rd paragrph, last sentence. 

 

 

Q. May FTRs switch beween the bomber and fighter lanes at will? 

A. No, see 14.3.1 3rd paragraph, last sentence11.7 Strategic Bombing 

 

Q. The double dipping question.  (On a * result, does the BP/oil loss occur before or after the factory loss? Is the maximum loss the number of factories at the time of loss or at the time of production?) 

A. Ruled by Harry and Larry on WiFList that double dipping applies. (before, time of loss)11.7.1 V-Weapons and A bombs 

 

Q. In A-bombs section, point c), it should read "oil resources" correct? 

A. Yes, regular resources may not be destroyed. 

 

Q. In the A-bombs section a) and c) should have a (Option 30:) in front of them, correct? 

A. Yes.11.8 Carpet Bombing 

 

Q. Does carpet bombing get the +1 modifier for not being intercepted? 

A. Believed ruled no. (unconfirmed)11.10 Rail Movement 

 

Q. The railine goes to 2 maps away and comes back to an adjacent map, is it adjacent? 2 maps away? 3 maps away? 

A. Adjacent, the number of maps involved is the strict map location of the two hexes, the actual path does not matter. (unconfirmed) 

 

Q. Are you allowed to rail something out of a map and return to the same map? (the chart says "within") 

A. Yes.11.10 Railed factory markers and destroyed factory markers 

Q. Since you use the same markers to denote the result of destroyed factories and railed factories, does that mean you can repair railed factories?  A. No, you may not repair railed factories at their original sites.  Keep separate notes on which printed factories were railed and which destroyed.   

 

Q. May you repair railed factories that were printed if destroyed at its new location?   

A. Yes. (unconfirmed)11.11.6 Overruns 

 

Q. If ships are overrun can they leave as a group since they are overrun together? 

A. Yes, see 11.11.6 Overrunning Naval units, paragraph 3, first sentence.11.12 Air Transport 

 

Q. Is chaining Air Transports legal? 

A. No, Air Transports are all done simultaneously, unlike naval moves, which are done serially. 

 

Q. May an air transport mission be made onto a same-HC partisan? 

A. Yes, see 11.12 1st sentence (this saves you one land combat as paradrops always use up a combat)11.14 Invasions 

 

 

Q. Does a un-occupied chinese hex belong to CC or NC for purposes of Notional determination? 

A. ???11.15 Paradrops 

 

Q. Does "the move" mean the start of the phase, or the impulse? (FREX: May a para unit walk to the ATR in the movement phase, and get para'ed in the paradrop phase?) 

A. Ruled by Harry (in a past WiFCon) the phase (yes.) 

 

Q. Can one paradrop onto a friendly controlled hex (i.e. a mountain hex where they could not air transport to). 

A. Rules currently say no. (11.15 first paragraph, first sentence)  Intent is unknown.11.16 denying notionals 

 

Q. Does a declared attack against a notional that is denied count as an attack for purposes of increasing the production multiple of a nation? 

A. Believe the intent is no, but the rules are ambiguous.11.16.1, 13.1 0 Factor attackers 

 

Q. May a 0-factor unit attack to take as a loss? (frex, partisans)  

A. No, see 11.16.1, Eligible units, second paragraph.  However, some leaders allow losses to be assigned to units not in battle.11.16.2 GS/SB limits and Ochit doublings 

 

Q. May GS/SB factors go up to that doubled by an ochit? In other words, when is "when you calculate the final odds"?   

A. Yes (unconfirmed)11.16.5 Resolving Attacks 

 

Q. Choosing tables - why does the MECH row not have the divs optional but the ARM row do? 

A. Ruled by Larry that MECHDIVs should count in a manner similar to ARMDIVs 

Q. 3 units are B'ed in a hex where only 1 unit may retreat.  If the attacker declines to convert the result to a R, do all 3 units survive to be placed on the spiral? 

A. Yes (unconfirmed)11.16.6 Option 67 2d10 combat table 

 

Q. Half Flipped result after all advances/HQ-Support or before? 

A. Facing is determined after advance after combat.  The normal sequence for combat resolution is still followed. 

 

Q. If Blitz chosen by defender, is first attackers loss still Mot/Mech/Arm? 

A. Ruled yes by Larry 

 

 

 

Q. Extra loss - all across ... invasion?  surely invading is meant, as the combat itself is an invasion combat, regardless of whether or not all units are invading. 

A. Believed ruled invading is meant. (unconfirmed) 

 

Q. Blitz loss could be taken by what? could it be taken by MOT ENG, ARM ART, etc? or just the named types? (MOT, MECH, ARM, HQA) 

A. Ruled MOT, MECH, ARM, HQ-A, + MOT,MECH,ARM DIVs only by Larry at WiFCon. 

 

Q. It seems that winterization is not declinable? this is the only "bonus" that was not declinable. 

A. It is declineable. Ruled by Larry at WiFCon 

 

Q. Is there anything as automatic attacks anymore? 

A. Yes and no.  If you can get a +21, you don't need to roll, but a 10-1 (+20) assault could still cause extra loss. 

 

Q. If the above is no, this means that an attack against a 0 str PART/Notional is still rolled?  (In other words, disregard the sentence that says attacks against 0 strength units are 10-1 regardless of weather and terrain?) 

A. Believed ruled yes, disregard that sentence.  The odds is still 10-1, but weather, terrain and other effects apply.11.18.4, SiF option 9 CPs and reorganization 

 

Q. Every 2 CP points (and any spares) is a naval unit, which means that in a combined, you can not use a ATR (for example) to reorg 1 CP, you must use 2 reorg points to reorg a naval unit. 

A. Correct.13.1 Partisans 

 

Q. Do German/Italian units in Siberia count for Siberian or Russian anti-partisan garrison values? 

A. Rules currently say "Siberian", but believe intent is "Russian" 

 

Q. Can Partisans capture Supply units? 

A. Believed that supply units are treated just like captured ships (destroyed) (unconfirmed) 

Q. The partisan roll results in 3 different countries eligible to have partisans.  Do I roll all of them, and then pull the units, or pull the units as I roll?  What about when the partisan value is 10, do I pull the automatic partisans before I roll?  do I pull, place, pull, place, etc.? or do I pull all, place all?  A. Roll in any order that you wish, then set up in left to right order.   

 

Q. Since a partisan is a land unit and is always in supply, may it burn any oil or blue factory it is on? 

A. Yes. See 13.1, Partisan Effects.13.2 Entry Chits 

 

Q. You can't show pact values and entry levels to anyone, but can you tell other people the values? 

A. No. 

 

Q. You can't show the chits to anyone, but what about when choosing entry actions? 

A. Ruled by Larry at WiFCon that you must show enough chits to satisfy the entry being chosen. 

 

Q. Are the chits left unpicked examinable? 

A. No. (unconfirmed)   

 

Q. When the US successfully declares war, he must turn all the chits over.  Does he then turn them face down again if not at total war? 

A. Yes. (unconfirmed)13.3.2 US Entry 

 

Q. On a non-targeted US Entry, may the US player move the entry chit to a tension on the other side (JA entry to GE/IT tension and vice versa?) 

A. yes 

 

Q. On a non-targeted US Entry, may the tension value be modified if Fleet to Pearl Harbor has been satisified? 

A. No, the USE is not "aimed at JA".   

 

 

Q. USE 36, 40, 41, 43 - Does setting up count as "enter?" 

A. No (unconfirmed) 

 

Q. If the previous answer is no, then does "enter" mean entering the minor or a hex in the minor? (May the set up units move?) 

A. The minor. (yes) (unconfirmed) 

 

Q. After the appropriate USE, does attacking N. Ireland count for production multiples? 

A. No, it is merely US controlled.  It has a lot of capabilities that look like it's part of the home country but it is not. 

 

Q. Does N. Ireland count for CW production multiples after the takeover? 

A. Yes.  It is still part of the British Home Country. 

 

Q. What about the N. Ireland territorial? 

A. Since the Home Country of that unit is technically British, it is still CW controlled, and may enter play on a British reinfocement point.

Q. As written, CPs that carry lent res/bp may be attacked, but CPs that carry American BPs may not be.  How do the Germans know?  To clarify: from the USE section: 32. US refutes Naval War zones - The USA may use its own convoy points to ship any resources and/or builds points that the USA is lend-leasing to any allied major power. These convoy points may be attacked by Axis units even if they are not at war with the USA.  "These convoys" refers to those that are shipping lent res/bps, not to convoys in general.  Those that are not shipping such items are still immune as those CPs are not at war with Germany.  The rule is eminently clear, except for one thing.  How do you tell "these" convoys? 

A. Flip a coin? (unconfirmed)13.3.3 US Entry Actions 

 

Q. Is Search and Seizure rolled once per individual res/bp, or once per sea area per side for BP and once per sea area per side for res? 

A. The latter. 

 

Q. For Allies support minors, home country refers to the original home country, not the new one, right? (After all, Belgian Congo is unconquered...)  A. Yes, Belgium is the one supported.  Belgian Congo would not count.@ 

 

Q. May the allies use the railroad from Hanoi (if otherwise allowed) to send lend lease to China if the Burma road is politically closed?@ 

A. No, see 13.3.3 action 613.4 Return to Base 

 

Q. UK has Fredrikshaven only, may they have 4 units in each of the 5 boxes of the Baltic? (return 4 to base each turn, the other 4 boxes move  down 1 box) 

A. No, only 3 per box is possible, this is because the removal for no valid bases comes after the actual RTBs.  The units arechecked individually, so only one stacking need to be present. 

 

Q. The med is fully closed, there is an allied ship in the 0 box, is it destroyed if there is a German controlled Greek port with a (allied) Greek partisan on top? 

A. Yes. 

 

Q. Same as above, is it destroyed if there is an Allied controlled Greek port with a (axis) Greek partisan on top of it? 

A. No. 

 

 

Q. If the above answer is no, who gets destroyed? 

A. The ship is forced to rebase (and destroyed,) because enemy ships in the partisan's hex are considered overrun (even if the partisan did not move there.) 

 

Q. The med is fully closed, there is an allied ship in the 1 box, is it destroyed if there is a Allied controlled Greek port with a (axis) Greek partison on top of it? 

A. No, because it could technically return to base.  So it may slide down to the 0 box.   

 

Q. Does a side have to flip a unit for each interception?  After all, RTB is not in the "same naval movement step" described in 11.4.6. 

A. No, treat the meaning of "same naval movement step" as "same step in which naval units move". (unconfirmed)13.5.1 Oil 

 

Q. Must at start Saved oil/BP be placed in a location they could theoretically be transported to? 

A. Makes sense, but the rules does not say. (unconfirmed) 

 

Q. Units at sea can always unflip and trace to whatever oil they like?  How do units at sea trace to an oil?  Is their "sea portion" considered used up so they must trace a basic path? 

A. House rules vary, no official ruling is known.13.6.3 PM multiples 

 

Q. Do GE/IT attacks in Siberia count for the PM multiple? What about GE/IT in supply units in Siberia

A. Believed intent for both is "yes", but rules say "no" 

Q. Do overruns (either land or air/naval) count as a land combat for the purposes of PM bonuses? 

A. Definitely no for Air/Naval overruns, intent is that land overrun also does not count. 

 

Q. Is it ever possible for the CW to get a PM bump if the UK is conquered and a new home country is named, as the rule for both units and attacks limits that capability to the UK alone? 

A. Believed that the rules should read ...Only the current Home Country of UK units in the case of the Commonwealth...13.6.4 Lending 

 

Q. 1st sentence of transport sectionand bulleted point is self contradictory.  The first sentence makes no mention that the bps actually must be ABLE to reach a factory in the recipients home country.  FREX, if Russia has 20 factories, but all are isolated from Murmansk, technically one could still lend 20 bp's to Russia since the rule simply states that the bp's must be sent to a city or major port.

Leasee must get their resources.  If they can't, the resources still aren't available for the lender (for example, if CW lends 2 resources to Russia and all CP chains to Russia get cut, CW can say the 2 spare IND resources were the ones to be lent and not use them for production).13.6.5 Building units 

Q. Say I have 5 INFs, I'm looking for the one of which is white print. I have the BPs to build 3, do I draw 1, look at it, and decide if I want more, or do I draw all 3 at the same time? 

A. Was ruled by Larry at a WiFCON that you must decide on the number of units being built of ALL types, and only after allotting all bps do you draw the individual units.  But...this is often played differently.13.7.1 Peace 

 

Q. Teleportation of "peacekeepers" are in incomplete conquest, are they for complete conquest also?  A. Yes, reasoning (albeit a little thin) is that control is changed as in incomplete conquest, teleportation affects control, therefore follow complete conquest on this.  Q. If the above is yes, does that happen before or after change of control? 

A. Before. 

 

 

 

Q. Are pilots removed upon conquest?  They are MP units, correct? 

A. Yes they are removed, see 13.7.1 Incomplete Conquest, paragraph 3.@ 

 

Q. A Conquered MP may move their HC to an aligned minor.  Do the units of that minor become major power units (for reorg, cooperation, etc.)@  A. No.13.7.3 Mutual Peace

Q. "Japanese controlled" means JA and it's aligned minors, correct?  or are RES always controlled by the MP?

Q. If CC uses it, what impulse call is used, CH, or RU?

Q. If the previous question is RU, does RU get the benefits of it? (ex. a supercombined?)

Q. Are hexes in ranges of a HQ in a sea zone next to it? 

A. HQs on TRSs (and thus, AMPHs too) are specifically prohibited from providing benefits in a air or land action.  The question does not matter in a combined, naval or HQ reorg o-chit.17.2 Vichy France Determining control 

 

Q. "Not currently in a Metropolitan French port" does not include forcepools, scrap pile, repair pool, construction pool, and production spiral correct? 

A.  Correct, it refers to the units currently on map, and "Not currently in a Metropolitan French Port". 

 

Q. What is "Metropolitan French"? 

A. The part of the French country reachable by an INF from Paris. (unconfirmed)   

 

Q. Who is conquered if there is no Free France, FF or France? (is there a Vichy?) 

A. FF is conquered (yes)  See the last paragraph of this section.17.3 Units 

 

Q. Halving of French units: does the phrase "taken together" modify "land units" and "aircraft units" or "land and aircraft units"?  Technically it is the former, but you mean the later, I believe. 

A. Correct.17.4 Running Vichy France 

 

Q. Collapsing Vichy - you may not enter a neutral MP on your side.  How could axis units enter MVF to collapse it? 

A. They can't, Vichy must be active AND hostile.  See the second paragraph of "Access to Vichy Territory", note the first paragraph only allows for access to Admin Groups, not Metropolitan Vichy France.17.5 Running Free France 

Q. What about intel points, veto points, etc?  do FF "inherit" these?  How does FF roll for Int? (as France?) 

A. In general, Free France acts like "France".  Individual rules treat conquest differently. 

 

Q. Since VF minors are aligned, they are conquered, correct (see 13.7.1 4th paragraph)?  So how can you liberate them?  If you can't liberate them, how can you return them to Free France

A. They are conquered, but are allowed under "Reversion" rules to give them to FF, which means that it is FF that actually liberates them under the Vichy France rules. (unconfirmed) 

 

Q. If the above is that they are liberated, does control of hexes follow the liberation rules or conquest rules? 

A. The conquest follows the conquest rules, then reversion happens, then French liberation.  So the control of hexes follows the conquest rules. (unconfirmed) 

 

Q. Also, is there any way to "constitute" FF after complete conquest? ("liberating" a VF country?) 

A. No.  Free France is out of the game. France may, however, be liberated by the liberation of Paris, and its aligned minors and territories returned as per reversion. (Houserules vary on this.)18.2 Not Cooperating 

Q. Foreign Troop Commitment - is the failure to meet the requirements a overstacking situation? (who gets to decide what is lost?) 

A. Yes (the owner of the units) (unconfirmed) 

 

Q. if the above is yes, is a retreat allowed into a hex where FTC would be violated, even if other hexes are available?  The R result says that valid ending hexes are those that do not cause a stacking violation. 

A. No, since FTC is equivalent to overstacking, you must follow the priorities listed.  In any case, the unit must end up on a FTC compliant (and stacking compliant) stack or be destroyed.19.4 Minor country units 

 

Q. CPs are MP units, and may be used by rules lawyers to prevent surprise port strikes. 

A. CPs are technically still considered minor country units and don't negate the "surprise" effects of the DOW.  Rule 19.4 only states to "use" their controlling MPs CP markers, not that the CPs are actually the MP units.  (Note that this interpretation may cause stacking difficulties with unconquered, Aligned CPs.) 

Q. Does "move ... outside of the home country" mean movement outside of the home country or movement from inside to the outside of the home country? 

A. The latter.19.5.3 Breaking the Nazi-Soviet Pact 

 

Q. Does setting up count as "entering?" 

A. Common interpretation is "no" but the exception for the Baltic convs seems to imply otherwise. 

 

Q. If the previous answer is no, then may the set up units move? (Does moving into mean a hex or a minor?) 

A. No, unlike the USE sections, this section specifically mentions hexes.19.7 Axis minor countries 

 

Q. For Yugoslavia, what does "control" of the various countries mean?  Greece is still not "axis controlled" if it is conquered, for example.  Just the hexes in the home country are. 

A. "Controlled" in this case means aligned or conquered.22.4.2 Guns 

 

Q. May an ART unit fire in Blizzard? 

A. Ruled by Larry that ART firing should be treated as groundstrike/support missions in addition to the factors being treated as TAC factors. 

 

Q. What about Surprise? 

A. Same as above, if groundstrike/support may not fly, ART may not fire. The rules do not explicitly state this.

Q. What is the Home Country of territorials of Territories? 

A. Ruled by Larry - Britain for UK territorials, the Major Power Home Country for other Major Powers.  However, the Home Country movement bonus for territorials apply only to the named territory.  

 

Q. where does it say that Territorials change forcepools when they get  conquered?  If they are not on the spiral when their HC is conquered, they do not switch sides, correct?

A. Japanese.  They have no Kor or Man on them.  In a similar fashion, the Batavia Mil is an NE unit, not an NEI unit.
